If you create a new customer in your Housecall Pro account who is not currently in your QuickBooks Online account, here are a few different ways to push that information over into Quickbooks Online::
Create a test job and hit one of the action buttons (Finished, Invoice Sent or Paid)
Create a real job and hit one of the action buttons (Finished, Invoice Sent or Paid)
Created a real/test job and scroll to the bottom of the job and click the 3 vertical dots and manually push the job into QuickBooks Online
The instances above will push the new Housecall Pro customer information over into Quickbooks Online.
