You can check your usage in the billing section of your settings or in the top right corner of your HCP Assist Call Log.

When can I upgrade/downgrade my HCP Assist plan?
For upgrades, you can change your plan at any time during the billing cycle.
For downgrades, you can schedule a downgrade to start on the first day of your next billing cycle. Downgrades cannot be processed mid-cycle.
